The state and its structure have always been a subject that has always prompted thinkers and elites of every era to think and present theories. States have had structural, content, and fundamental conflicts with each other throughout their formation. The formation of the Islamic state, whose history dates back to the formation of a political system by the Prophet of Islam (PBUH) in Medina and also the efforts of the Safavid government in Iran, has been considered again after the Islamic Revolution and the delineation of five goals by the Leader of the Islamic Revolution, despite a gap of several hundred years, as the third step in achieving Islamic civilization. In contrast to the idea of the Islamic state, which was based on revelation and religious principles, is the modern state, which originated in the Renaissance and was accompanied by the formation of absolute states in the West. The purpose of this research, which was conducted using a descriptive-analytical method, was to compare the Islamic state and the modern state in terms of epistemological foundations and approaches. The main question of the research is: What is the difference between the modern state and the Islamic state? According to the research findings, the foundations of the modern state are derived from the humanist, secularist, liberalist, profit-oriented and rationalist ideas of the 17th century, and therefore the goals arising from these ideas are worldly and material goals in which man has a legitimate position and all efforts are in the service of his worldly goals. While the Islamic state, despite respecting the individual, has divine legitimacy and in addition to the worldly happiness of man, it also has a serious plan to achieve his hereafter happiness and considers itself responsible for this goal. What can be common between the modern state and the Islamic state is only the acceptance of some structural forms such as the separation of powers or the sub-sets of the executive, legislative and judicial powers. However, what causes the fundamental difference of these common structures are the content and goals.
