[English]

The aim of the present study is to formulate and expertly validate the implications of the social complex systems approach for security governance in the Islamic Republic of Iran. The study was conducted using an exploratory sequential mixed-methods design, integrating the theoretical literatures on security governance, political sociology, and social complex systems theory. First, through a review of the social complex systems literature, a set of concepts was extracted and selected on the basis of three criteria—derived from the theoretical literature on security governance—serving as potential implications for security governance: consistency with a social conception of security, applicability to security governance, and relevance to the Iranian context. Five implications were formulated: security as a system state, nonlinear feedback of interventions, crisis thresholds, system resilience capacity, and learning-oriented security governance. A further contribution drawn from the sociological literature was the proposal of the conceptual construct of "governance social capital," which was embedded within the resilience-capacity implication. These five implications were then operationalized into seventeen propositions for validation. The propositions were administered, via a structured questionnaire based on a single-round modified Delphi method, to eighteen experts in the fields of security governance and the social and political sciences, and were evaluated along two dimensions: "importance" and "feasibility." Quantitative data were analyzed using consensus indices, and qualitative data were analyzed using reflexive thematic analysis. The findings indicated that all seventeen propositions met the predetermined consensus criteria on the importance dimension. none of the propositions met the consensus criteria on the feasibility dimension.
