Expediency is one of the most important concepts of Shia political jurisprudence and one of the pillars of decision-making in the Islamic Republic of Iran, but most researches have examined it only in the form of a jurisprudential rule or a legal conflict resolution mechanism. The purpose of this research is to explain the model of expediency-oriented governance in the Islamic Republic of Iran and provide a theoretical framework for analyzing the place of expediency in the governance process. The research, using a descriptive-analytical method and based on library studies, examines the jurisprudential, theological, and legal foundations of expediency in the Imami thought, the views of Imam Khomeini (RA), the Supreme Leader of the Islamic Revolution, and the Constitution of the Islamic Republic of Iran. The findings show that expediency-oriented governance is based on the three pillars of Sharia legitimacy, expert rationality, and institutional efficiency, and it balances between the fixed values of Sharia and the changing requirements of society's administration through mechanisms such as the Velayat-e-Faqih, the Islamic Council, the Guardian Council, and the Expediency Recognition Assembly. The innovation of research is in presenting expediency as a conceptual model of governance; A conceptual model that, beyond a jurisprudential rule, provides a framework for strategic decision-making, securing public interests, realizing justice, increasing efficiency, and maintaining the dynamism of the Islamic Republic of Iran system in the face of emerging issues.
