Training competent and efficient managers is one of the fundamental pillars of achieving desirable governance in the Islamic system. In this regard, the role of the Islamic ruler as the main axis of guiding, supervising, and nurturing managers is of fundamental importance. The present study aims to explain and design a model for training senior managers in the Islamic system based on the character and thoughts of Amir al-Mu'minin Ali (peace be upon him). This research is applied in terms of purpose and qualitative in terms of method. The research data were collected by examining authentic Islamic texts including Nahj al-Balagha, Gharr al-Hakam, and sources of character and analyzed using the content analysis method. In the final step, in order to explain the relationships between the extracted themes, the interpretive structural modeling (ISM) method and the opinion poll of 37 experts were used. The findings showed that the "Islamic ruler" as the most important organizing theme of the manager training model plays a pivotal role in this process. This role is achieved through components such as being a role model, close supervision, trust in managers, consultation, encouragement and punishment, merit-based dismissal and appointment, financial auditing, and continuous interaction with managers. The results of the research can be used as a theoretical and practical basis for designing management training systems in organizations and government institutions based on Islamic teachings.
