The term good governance was first introduced in the literature of Western societies and made Muslim scholars think about the extent to which the indicators expressed by international organizations are compatible with Islamic thought and what indicators Islam has expressed for governance. Among the sources of Islamic political thought in which governance indicators are expressed is the text of the negotiations on the Constitution of the Islamic Republic of Iran, where the presence of a large number of Islamic jurists and scholars has made this source valuable. In this study, by extracting the indicators of Islamic transcendent governance from the text of the negotiations and comparing it with the indicators expressed in Western societies, an attempt has been made to both explain the indicators of Islamic transcendent governance and clarify the differences and similarities of these indicators in comparison with the indicators of Western desirable governance. It seems that despite the similarities in the indicators on both sides of the comparison, there is a great difference in the scope of the justice index in the two types of governance. The differences are also significant, and indicators such as maintaining national and Islamic unity, paying attention to the oppressed and deprived classes, and paying attention to religious teachings such as encouraging the good of officials are among the specialties of Islamic transcendental governance.
