حکمرانی نظام آموزش‌های دریایی در استان‌های ساحلی

چکیده

کشور دریایی ایران در برنامه­های توسعه کوتاه‌مدت و بلندمدت به اجرای حکمرانی دریامحور نیاز دارد. یکی از مهمترین عرصه‌ها برای حکمرانی دریامحور، نظام آموزش­های دریایی است. پژوهش­ها نشان می‌دهد که در راستای تقاضا برای نظام آموزشی کاراتر، سیاستگذاران آموزشی به طراحی و توسعة الگوهای حکمرانی و اغلب تحول‌یابنده‌ای از مؤسسات آموزشی مبادرت ورزیده که علاوه بر مباحث آموزشی، کارکرد اجتماعی ـ اقتصادی آموزش را نیز مورد توجه قرار دهد. ازطرفی با بررسی وضعیت حمکرانی نظام آموزشی ایران، مشخص می‌شود که تصدی امور مربوط به حوزه­های آموزش عمومی، آموزش عالی و آموزش پزشکی هر کدام به وزارتخانه‌ای واگذار شده است؛ این موضوع (یعنی نبود یکپارچگی در حکمرانی نظام آموزشی) در جای خود به بررسی دقیق نیاز دارد؛ چرا که در بسیاری از کشورهای دنیا چنین جداسازی دیده نمی­شود. اما متأسفانه مسئله نظام آموزش­های دریایی بین چند وزارتخانه انجام می‌شود. پژوهشگر در نظر دارد ضمن مطالعه حکمرانی نظام آموزشی در کشورهای گوناگون، به‌منظور اهمیت نظام آموزش دریایی، راهکارهای اجرای حکمرانی نظام آموزش دریایی در استان­های ساحلی را ارائه کند. این پژوهش مطالعه‌ای کیفی است که با برخورداری از نظر خبرگان، ابعاد حکمرانی نظام آموزش‌های دریایی استان­های ساحلی مشخص شده و متناسب با ابعاد گوناگون، پیشنهادات لازم ارائه خواهد شد.

The maritime country of Iran needs to implement sea-oriented governance in its short-term and long-term development plans. One of the most important fields for sea-oriented governance is the maritime education system. Previous studies show that in line with the demand for a more efficient educational system, educational policy makers have started to design and develop governance models and often transform educational institutions, which, in addition to educational issues, also take into account the socio-economic function of education. ten On the other hand, by examining the state of cooperation of the educational system in Iran, it is clear that the affairs related to the fields of general education, higher education and medical education are assigned to one ministry each; This issue (that is, the lack of integrity in the governance of the educational system) needs to be carefully investigated because such separation is not seen in many countries of the world. But the issue of the maritime training system is unfortunately done among several ministries. While studying the governance of the educational system in different countries, the researcher intends to provide solutions for the implementation of the governance of the maritime education system in the coastal provinces due to the importance of the maritime education system. This research is a qualitative study, with the opinions of experts, the governance dimensions of the maritime education system in the coastal provinces have been determined, and the necessary suggestions will be provided according to each dimension
