Defining the Concept of "Governance of Education" Through the Conceptual Integration of "Education" and "Governance"

Abstract

Governance of Education as an emerging and interdisciplinary concept, seeks to redefine the relationship between structures of authority and educational processes within the framework of Islamic-Iranian values. This study aims to elucidate the conceptual definition of Governance of Education by employing the method of conceptual integration to analyze its semantic and functional components. Drawing on the definition of education from the Fundamental Reform Document of Education (FRDE) in the Islamic Republic of Iran (2011) and the proposed definition of governance by Aali et al. (2024), this research extracts and compares the key components of education (purpose, process, tools, and roles) and governance (domain, actors, processes, purpose, authority, and values). Through conceptual overlaps, a comprehensive definition of educational governance is proposed: “Governance of Education is the process of systematically guiding interactions among governmental and non-governmental actors in the domain of education, through policy-making, regulation, and the exercise of legitimate authority within the framework of Islamic criteria, to facilitate the continuous formation and elevation of learners’ identities, enabling them to consciously and voluntarily achieve the stages of a virtuous life (hayat tayyibah).”This definition is accompanied by an analytical framework with four dimensions (purpose, process, actors, and legitimacy) which can serve as a foundation for future research and educational policy-making. The findings indicate that educational governance, with its emphasis on value-oriented and multi-stakeholder participation, offers a distinct approach compared to traditional concepts such as educational management, and holds significant potential for both theoretical and practical development within Iran’s educational system.
