Republic Defining the Concept of ‘Hokmarani’ Based on the Semantic Implications of Its Applications in the Discourse of the Supreme Leader of the Islamic Revolution

Abstract

When Iranian scholars and politicians use the term ‘Hokmarani’, one can be almost certain that they are referring to the concept of ‘Governance’. However, can it be claimed that the Supreme Leader of the Islamic Revolution also has the same concept in mind when using this term? Despite thorough and detailed searches in relevant academic databases, no doctoral dissertation or scientific article addressing this question was found. Accordingly, the main objective of this research is to ‘define the concept of Hokmarani based on the semantic implications of its applications in the discourse of the Supreme Leader of the Islamic Revolution’. After ‘purposive sampling’ of phrases containing the word ‘Hokmarani’ and its derivatives in speeches and messages available on the website of the Office for Preserving and Publishing the Works of Ayatollah Khamenei, thirty speeches and two written messages were identified as the ‘research sample’. These data were analyzed using ‘thematic analysis with a thematic network approach’. During this detailed and precise process, 138 initial codes, 47 basic themes, 15 organizing themes, and 5 global themes were identified. Finally, using three networks of overarching themes: "Hokmrani functions", "Hokmrani requirements" and "the relationship of Hokmrani to related concepts", Hokmrani was defined as follows: methods of "creating various human relations and social orders" in order to "make decisions" and "convert desired demands into public will" and "obey individuals in society", with the aim of "taking control of the general flow of society" and "achieving the goals of the intended political system".
