Health in All Policies: A Tool for Strengthening Health Governance – A Narrative Review

Abstract

Health is a key indicator of human development, influenced by cross-sectoral factors. The "Health in All Policies" (HiAP) approach emphasizes integrating health considerations into all policies and sectors. This study employs a narrative review to examine the requirements, challenges, and outcomes of HiAP. Relevant articles from reputable scientific databases were analyzed within the timeframe of 2010 to 2024. Findings highlight that successful implementation of HiAP requires sustained political commitment, transparency, development of evaluation tools, and enhanced organizational capacity. Key challenges include siloed thinking, lack of sustainable resources, and the complexity of assessing policy impacts. HiAP has significant positive impacts such as reducing health inequalities, improving quality of life, and promoting social justice. In Iran, the Supreme Council of Health and Food Security can act as the central entity for implementing this approach. Recommendations include establishing health impact assessments, strengthening cross-sectoral collaboration, and leveraging scientific evidence to systematically integrate HiAP into policymaking. Beyond improving health indicators, HiAP contributes to sustainable social and economic development and serves as a strategy to enhance health governance and community resilience.
