With the passage of time and the emergence of new generations, along with the changes in domestic and international conditions and requirements, it is obvious that some issues and problems will arise in countries, because the existing structures, models, patterns and processes are able to adequately respond to the needs and demands. It is not new. At this stage, developed countries usually welcome and update the existing structures and processes that lead to solving a huge part of the problems. In recent decades, Iran has also faced new demands from new generations, which the weariness of the existing structure has not really responded to them and has led to the emergence of problems. This research seeks to present a new model for the administration of the country, which can examine the answer to this question: "Is the implementation of the transcendental governance model based on soft power, with constructive changes that are appropriate to the religious and legal roots of our country and based on localized soft power?" Localized, it can respond to all new needs and solve problems in different areas of the country?" The belief of this research is that soft power means permeability through spiritual resources such as behaviors, ways of thinking, diplomacy, decisions and the power to influence and influence others. Therefore, this power is like a soul that gives life to the body of new structures and processes and creates a desirable effectiveness. The answer to the question raised in the form of research results is as follows: "With the implementation of the model presented in the current research, most of the existing problems are solved and reduced, and many spiritual capitals of the country, along with material capitals, have grown and caused progress and development. And it provides Iran's domestic and international strength."
