The components of governance ethics in the school of Shahid Soleimani

Abstract

Governance, its various models and numerous topics under it are among the most controversial topics in public administration today. Since 1980 and with the presentation of the concept of good governance by the World Bank until today, we have witnessed many efforts and various narratives related to governance and its models. The multiplicity of different models of governance in the last few years shows this atmosphere and complex conditions. In parallel with the discussion on governance models, the issue of governance ethics has also been raised, and perhaps it can be said that governance ethics is the governing spirit of governance models and their distinguishing feature. After the martyrdom of Soleimani, without a doubt, the most important statement and description about him was made by the supreme leader of the revolution (Madzaleh), who referred to him as a "school". Considering this description, it is necessary for researchers to explain the different dimensions of this school; One of these dimensions is Shahid Soleimani's ethics of governance. In this research, it has been tried to compile the components of governance ethics in the school of Shahid Soleimani. This article, by referring to various articles and researches, as well as the basics of Islamic thought, has explained the general theories of governance ethics. Then, using the method of content analysis, the components of Shahid Soleimani's school of governance ethics have been extracted and presented using the text of speeches, interviews and wills of the noble martyr and other reliable sources. In this research, a total of 267 basic concepts, 93 organizing concepts and 24 advanced concepts have been identified and presented. The results of this research show that Martyr Soleimani can be considered as a model and an example for the proposition of "revolutionary Muslim rulers" and the components of Martyr Soleimani's governance ethics that are presented in this research such as values-oriented and principle-oriented, arrogant, hostile, but believing and a helper. Guardian of the revolution and system, humility and respect, servant, comprehensive personality, seeking martyrdom, anti-corruption and simple life, grateful, sincere, mujahid, honorable and forward-looking, paternal and compassionate management, people-oriented and trustworthy, influential and popular personality. , purposeful and goal-oriented and... supporting aspects of governance, adherence to Islamic and religious law, and the revolutionary and jihadist spirit of this noble martyr.
