Abstract

The term elite refers to a small group dependent on the government that has superior abilities and facilities. We operationally define elites in terms of institutions. They are the people who occupy the leadership positions within the set of institutions that are more defined in terms of national political and policy-making consequences. The important and effective role of the elites in the decision-making process is accepted, and in order to know how the elites and planners of the country make policy decisions, it is inevitable to know how they understand the issues and problems of the society. In order to understand the elites about the problem of poverty and inequality, 13 governors along with the governor of Hormozgan province were used for background research. The purpose of this research is to get familiar with the understanding of political elites about poverty and inequality, with all generalities and details and its impact on society and people. Foundation data theory is presented using major categories and following the main story line in the framework of a paradigm. In this theory, there are causal, contextual and intervening conditions, interactions and processes, and its consequences and feedback. The result of the research shows that the economic, social and political fields show the heavy shadow of inappropriate political policies in the use of unemployed native forces to get rid of poverty and inequality, so that the government is introduced as the guardian of poverty and social inequality and has a very minimal role.
