The compilation of Qazvin province land use planning document started in 1386 and its preliminary studies were completed in 1392. In these studies, the current situation, ecological capacity, future foresight and politicization of the purpose and executive structure of the province are mentioned. The leadership of Qazvin province in compiling the document, the lack of formation of scientific discourse, the lack of previous examples and the lack of clarification in national policies have led to the creation of various issues and problems in the document. For this reason, since the documents of land use planning have a significant impact on the long-term development of each region and the fate of its people, it is necessary to always be criticized by experts and updated. Therefore, this study used documentary method in theoretical topics and in-depth interviews with experts (qualitative method) for document criticism and finally used Maxqda software to analyze and summarize it. The results of the study are presented in two parts. One is the criticism of the document based on the main components of regional governance and the other is other issues related to the compilation of provincial documents. In the first part: integrated multi-sector planning, decentralization, sustainable development, public participation, political stability, regional statistics and information, attention to natural capacities, and in the second part: natural zoning, conflict of documents, the capacity to realize regional governance.
