Abstract

Urban governance is one of the most complex categories in management science, but if we look deeper into this concept, the mentioned concept is based on a completely sociological foundation. In the sense that urban governance, although it is considered a managerial matter in the executive field and as a project, but in the developmental field, it is a completely sociological matter and should be analyzed as a process. Therefore, before dealing with the issue of urban governance, we must first enumerate the governing models. In the following article, four major models of urban governance are introduced: managerial model, corporatist model, growth model and welfare model. But sustainable urban development is a goal that can only be achieved by intelligent use of the optimal components of each of these models.
The analysis of the existing components shows that in recent decades, urban governance in Central Province has been designed based on the growth model. Apart from its strengths, this model suffers from strategic shortcomings, the most important of which is the emphasis on economic and industrial aspects at the cost of paying little attention to environmental, social and cultural aspects. After introducing the urban governance models, the following article explains the development macro-trends in the central province and finally, along with the pathology of the growth model, it provides solutions to improve the governance model in the province.
