Superior Governance Based on Sustainability in the Environment of the Persian Gulf; Challenges and Requirements

Abstract

In This Research, the Environmental Challenges of the Persian Gulf and Especially the Crisis of the Construction of Artificial Islands by the Countries of its Southern Margin in the Face of the Governance Style Have Been Investigated. Accordingly, by Explaining Good Governance and its Relationship with Sustainable Development, the Principles of Governance Based on Sustainability, and Explaining the Challenges and Requirements of Governance Based on the Sustainability of the Marine Environment, Efforts have Been Made to Express the Regional Governance Capacity of RAPMI Organization in the Environment of the Persian Gulf. Then, the Governance Requirements of the Islamic Republic of Iran in the Environment of the Persian Gulf and the Model of Transcendental Governance in the Institutionalization of the Sustainable Environment of this Region Have Been Discussed. This Research Aims to Stimulate the Rulers in Different Scales to Fulfill their Duties and Responsibilities in Confronting the Construction of Illegal Buildings and Against the Principles of Sustainable living in the Persian Gulf and Forcing the Offending Rulers to Answer. This Research is of Applied Type and in Terms of Descriptive-analytical Nature. The Collection of Information has Been Done Using library and Internet Resources. Also, ArcMap and Snagit Software Were Used to Prepare the Maps of the Studied Areas. Based on this, it was Found that There is a legal Mechanism to Deal with Marine Environment Violators at Different Geographical Scales. But the Inefficiency of the Rulers has Hindered the Implementation of Excellent Governance. Therefore, the Future of the Marine Environment of the Persian Gulf will be in Serious Danger if the Rulers do not Deal Legally with the Offending Countries and Rulers at Different Scales from Global to Local.
