Study and research on the importance of governance and its impact on improving the political management of space is one of the most important concerns of thinkers in various fields. Participation is one of the main sources and foundations of the power and legitimacy of the political system. One of the goals of governance is to expand participation in various fields, which can lead to change in this field with new approaches. There is no doubt that in order to achieve sustainable development, the level of people's participation must increase. In societies based on modern values, the participation of individuals in political and social processes is a social and political value that carries with it a kind of responsibility and voluntarism. As a result, in these societies, political participation has a high position in the prevailing political relations and is considered as one of the factors of sustainable development of societies and every society must consider it in order to achieve sustainable development. The process of people's participation in determining their own destiny and taking control of affairs has many theoretical manifestations. Nevertheless, and regardless of the various ways in which citizens participate, it can transform governance. Citizens' public participation in society, in addition to the existence of legal and potential contexts, requires the transformation and rethinking of cultural, economic, social and political infrastructures; This change in the course of its influence also changes governance. In this study, the two-way relationship between participation and governance and the effects of partnership on change in governance with a descriptive-analytical approach have been investigated.
